Kissinger Must Have Had Non-White Advisors

It seems that China's Chairman Mao made a rather unorthodox offer to Henry Kissinger:

Amid a discussion of trade in 1973, Chinese leader Mao Zedong made what Secretary of State Henry Kissinger called a novel proposition: sending tens of thousands, even 10 million, Chinese women to the United States.
Nixon's war criminal declined the offer, apparently unaware that as a male white person, he is supposed to favor Asian women. For what it's worth, I don't have a strong inclination toward Asian women, either, but I'd rather look at Lucy Liu than a bucket of fish parts or Henry Kissinger.

I wonder why Kissinger said no? Was he caught up in the anti-Yoko sentiment that was then still so fresh in the minds of Beatles fans and taking it out on Mao (confusing Japan and China in classic white person fashion in the process)? Did he have a 'secret plan' for getting those 10 million spare Asian women that would require what he considered lesser concessions?
